TOWN OF BARRHEAD ANNOUNCES RESULTS OF NEUTRALITY BYLAW PLEBISCITE


December 3, 2024 - The Town of Barrhead has announced the results of the plebiscite on Neutrality Bylaw 08-2024. With a voter turnout of approximately 33% of eligible voters, the majority voted in favor of enacting the bylaw.

Out of 1,145 ballots cast, 653 (57%) voted in favor, while 492 (43%) voted against the proposed bylaw. This decision ensures that town-owned crosswalks and flagpoles maintain neutrality in political, religious, social, and commercial messaging.

The plebiscite was initiated in response to a valid petition submitted by members of the community, representing approximately 16% of the population, formally requesting the adoption of the Neutrality Bylaw. The petition was received after Council approved the installation of two decorative crosswalks representing Pride and Disability Pride on our downtown Main Street. Under the Municipal Government Act (MGA), Council had two options when presented with the valid petition: pass the bylaw through three readings or allow the community to decide through a plebiscite. To ensure a broader representation of community voices, Council opted for the plebiscite.

“This plebiscite reflects the democratic process in action,” said Mayor Dave McKenzie. “Council responded to the valid petition in accordance with the MGA and gave the community the opportunity to voice their opinions. The results demonstrate that approximately one-third of eligible voters took part in this important decision, ensuring a larger representation of the community had a say in the matter.”

With the results now official, the Town of Barrhead will move forward with the following actions:

  • Passing the second and third readings of the bylaw at an upcoming Council meeting to formally enact the legislation.
  • Removing existing decorative crosswalks and the County of Barrhead, Red Ensign, Treaty 6, and Legion flags from town property in accordance with the bylaw.

The following remains unaffected by the Neutrality Bylaw:

  • Displaying of flags and imagery on personal or business property
  • Rights protected under the Canadian Charter of Rights and Freedoms such as freedom of expression in public spaces
  • Seasonal decorations and lights on Town property and light standards, parades such as the Polar Parade, and events such as Indigenous Days in Town owned parks and facilities
